The thesis addresses the role of engineering surveying in obtaining an occupancy permit for residential buildings. This process represents the final stage of the construction workflow, where geodetic services ensure technical accuracy, compliance with applicable legislation, and efficiency in the execution of construction.

The topic is also relevant from the perspective of the broader housing issue, as efficient procedures can affect the duration and costs of construction and thus the affordability of housing.

The purpose of the thesis is to clarify which geodetic services are required at the end of construction and how they affect the acquisition of an occupancy permit. Special emphasis is placed on the connection between applicable legislation, professional literature, and the practical implementation of geodetic tasks.

The thesis seeks to answer the following questions: what is the role of geodesy in the process of obtaining an occupancy permit, how do geodetic procedures influence the duration and costs, how does cooperation between surveyors and other professions affect the process, and whether the optimization of services can contribute to more affordable housing.

On this basis, the hypotheses to be tested are that geodesy is essential for the successful acquisition of permits, that efficient procedures reduce delays and costs, and that cooperation with other professions improves outcomes.

The research is based on a combined approach that includes an analysis of legislation, a review of professional literature, and a case study in cooperation with the company ARM & GEO d. o. o. The practical part highlights the course of procedures for a specific residential building.

The expected results of the thesis include a comprehensive analysis of the importance of engineering surveying in the process of obtaining an occupancy permit, showing that timely and professional geodetic support not only contributes to the lawful completion of construction but can also influence the socially important issue of housing affordability.
