Ensuring Conditions for the Safe Operation of Mobile Elevating Work Platforms

This thesis examines the conditions, requirements, and procedures necessary to ensure safe and efficient work with mobile elevating work platforms (MEWPs). The research aimed to analyse the key factors that influence safety during MEWP operation and to propose solutions that enhance the technical, organizational, and human aspects of safe work at height.
Special emphasis was placed on the regulatory framework, technical standards, proper selection of equipment, and the responsibilities of operators and employers in establishing a safe working environment.
The analysis included a review of relevant legislation, European and national standards, risk assessment procedures, and documented examples of hazards associated with MEWP use. The study highlights the importance of operator competence, the technical reliability of equipment, regular inspections and maintenance, and the consistent implementation of organizational measures that together form the foundation for risk reduction.
Findings show that human factors—such as experience, proper understanding of operating instructions, and the ability to identify hazards—are equally important as the technical characteristics of the equipment.
The results confirm that a comprehensive approach, integrating regulatory compliance, appropriate work planning, mechanical reliability of the platforms, and continuous operator training, significantly reduces the likelihood of accidents, injuries, and equipment failures.
The proposed improvements, including the digitalisation of inspection records, the integration of smart sensors for equipment condition monitoring, and regular refresher training, further contribute to increased reliability, transparency, and efficiency of work processes.
The thesis concludes that safe operation of MEWPs is a dynamic process that requires constant monitoring, ongoing improvement, and a strong sense of responsibility among all participants. Only through systematic and holistic risk management can a safe working environment be ensured and the hazards associated with working at height effectively minimised.
